Using only DJI software (no 3rd party software), can the Mavic 3 Classic land where the RC Controller is located  instead of go to stored Home Location ?

Yes ... with any DJI drone you can reset the homepoint to the (current) location of the controller.
Note .. That's not a dynamic homepoint which constantly updates to follow the controller.

There are three ways to update the Home Point. Tap “Settings” in the top-right corner. Go to the “Safety” page and tap “Update Home Point”.

(1) Tap “Ok” directly to update the Home Point to the current aircraft position.
(2) Tap the remote controller icon in the top-right corner and then tap “Ok” to update the Home Point to the RC position. (Be sure that the RC has a strong GPS signal.)
(3) Drag the Home Point to any position. Tap “Update” to update the Home Point to the dragged position.

Why not make a soft button on the main screen to direct reset HP to RC controller ?

Or even better, user option to update every x seconds the HP position to the RC ?

Hopefully your developer team will agree that this is a great suggestion and implement it in a future update.  

Not that it helps with the Mavic 3 but ....... I have the recollection that there is a Dynamic home point button in Litchi, has any one tested it with a Fly app using drone?

On the Inspire, with the Cendence and the GPS module it was possible to have the dynamic Home Point and it was very useful both when shooting from the boat and if I was in the car.
I hope this "automatic" feature can be integrated into DJI Fly, it's really easy to do!
