what is causing the drone to behave like this? There are times where the controls are affeted by this, too.

Assuming no wind,   thats a faulty gimbal.

Might be worth testing with drone very low where you know there isn't any wind,   at latitude the wind can be very different to the ground just to be sure.

An after market filter may cause this, also note that even though there may be no wind at 2m and more so when in the city or other built up areas,, at height there will always be something

This is surely gimbal problem, send the drone to Dji for repair.
