Yep.  But the new sdk is not swappable with the old one making a lot of rewrite of 3rd party apps.   Also not available for iOS.

Bought my first DJI product in 2014, every year they pull something even worse than the last, and always when you think they hit rock bottom.  

The no SDK for Mavic 3 is hilarious I will admit.  DJI is literally mad that everyoner is making money using better Apps like Maps Made Easy, and DJI is not getting their little share.  It's EXACTLY why they only released it for the Enterprise version because it costs much more.

It's fine by me, I do ALL of my mapping manually now and get results that have 2-3X as many geometric faces than the DJI Mapping on the Smart RC with M300 and P1.  

Pricing the Inspire3 at the cost of a vehicle is also hilarious, and is going to hurt them much more than help....

SDK for Mini 3 Pro exists, but only for certain versions of Android OS. That's because:

1. DJI had been banned by the US government on multiple occasions and levels which resulted in DJI unable to release new version of iOS SDK
2. DJI focus on their own Android based hardware
3. New limitations and permissions in newer Android APIs

Oh and as Litchi is a rewrite for the new SDK version, it will mean having to pay for Litchi again...

Logically, it's missing because you can't officially install third-party apps on the DJI RC.

I'm affraid the mini 3 pro is only a Toy, not a "pro" Device !!!!!

and SDK V5 is still missing support for ActiveTrack? , is that correct?
