Lovely footage of Eustace.    If memory serves me right the movie Fire From Below was filmed in Eustace although I may have it confused with another small town.

If you are referring to the flag below the U.S. Flag that is the State of Texas Flag.

On the Texas flag, the blue stripe on the left stands for loyalty, the white star is the “Lone Star”, and the color red represents courage. The star has five points, one point for each letter of the state name (TEXAS).

In the building on the thumbnail of the video the building houses City Hall, City Court and a Cafe.  I'm surprised it didn't also include the Police Station and Jail.
