i dont have any problem with the video.... record 4k 30fps..... export it out of premier at 1080p....

The original footage might stutter because many computers don't like playing back 4k highly compressed video.   This should go away when you process and upload to youtube/vimeo.

If it's still stuttering after processing the footage it either means your shutter speed was too high or you were moving too fast in relation to your frame rate.   

You could try shooting at 60FPS if you continue to have stutter problems.   Will look more "videoish" than "filmic" but would certainly solve the stuttering.
