I was looking at it closely and there was something wrong with the gate, then I realised that the scale I thought I could see was wrong and it was much bigger than Id initially thought.    It's also seems to be the right materials for it, although it might have more support than I would have expected.

It's definitely a conduit of some kind, so I think you're right. Gas pipes and soil pipes are much bigger diametre than that.

After much deliberation and an extra hint from Depp, plus discussions with @DAFlys , I think this is the viewpoint, adjacent to the Sett Valley Trail barely 3Kms from my home.If I'm right, it's a sewage pipe to the nearby sewage works!

Easily. From home to there at a brisk clip, about 30 minutes. To the Rosie Lee café about an hour.
