No unfortunately it was motion blur. Log shutter speed and lateral motion. This pic was taken from a moving video.

This was the night I was out capturing the attorneys through the window. I tried to make the best of the evening. I thought the lights and the coloring were worth the shot. I didn't expect the blur, but I had it on auto exposure and that's what I got. When I fly at night I leave it there because you can turn towrds a dark area and not be able to see anything on the screen at night and that gets stressful. Safety First.

Yeah true.
Well this is a known technique, where you move the camera alongside a moving object to keep that sharp and the background blurred.
You nailed that here, just not on purpose.
