I contacted him because I thought there were legal issues but it turns out that there are different rules in the harbor and that it was a promo shot for the company...

(this would be illegal in NL unless you had done a lot of paperwork, which is almost impossible unless you are a professional flyer)

As it was a promo video for the company I guess they took care of the cost (and maybe the hassle as well).

Not sure how much requirements there are in Germany, but here you need (just to name a few)
- a business insurance that covers a lot (and costs a ton)
- a permit (which is very hard to obtain in busy ports due to the high amount of traffic)
- a licence for the type flights you want to do (high risk flights require yearly renewal etc.)
- a spotter
- open (radio) communication with the harbor authorities.
And I'm sure there are more requirements.
I did the math once and it added up to at least € 10.000,- of which a lot was recurring costs (yearly)

This is what it was:
- My commercial insurance (2 drones covered) costs €116,61 per year (this is now, it was cheaper back then)
- Port Authority didn't charge anything but I was asked to show proof of the contract with the cruise line.
- No spotter was required: "Just stay clear of other vessels."
  Germans can be uncomplicated once in a while :-)
Also: With new EU drone regulations there is no need for a permit anymore as long as we fly in the 'Open Category'. There is no distinction between flying for fun or commercially.
Of course we have to be licensed. Either A1/A3 or A1-A2-A3, which I have.

But honestly: You don't get paid much for these things.
It's not really worth taking the risk. But fun it was.

I have to say, I'm not sure how it is 'these days' in NL.
When I started with a drone, I looked it up, but that was many years ago.
Rotterdam is a big NFZ because of all the heli activities there, so you need to stay in touch with the tower at all times.
That is what I heard at least, the last time I spoke a drone operator that flies regularly there.

Federal waterways are forbidden in Germany but Hamburg Port authority is open for drones over the river Elbe - quite restricted and only within the city limits, which is Port Authorities' range.
Unless you work with a cruise line or any other shipping company you have to stay clear of ships, even more so if those are Navy vessels.
