I have used both on the new  updated app. On the Nexus 7 all ok with new mode menu, but on the Samsung cannot turn on IOC and switching to F simply gives you a course lock option but no new "ground station" menus.
What havent I switched on/off on the samsung or is this an issue. Seems more people have probs with Samsung devices, maybe because trhey fill up the device with irrelevent bloatware.

Try running in airplane mode on the Samsung, see if that makes a difference...
