I know exactly how you feel about all this rain.  We will probably have a dry spell over the summer and will be wishing for a little rain then.

Yikes, that is definitely not good.  I had that happen to me once in a house I was renting in Northern Virginia.  Sadly the sump pump in the basement failed so created quite the mess.

About twice a year I get a puddle when the water tables are high. Staten Island is a swamp.

And a great quality at that.  I love the outdoors, which is what motivated me to purchase the over 150 acres of land.
