I have been searching but not found clear answers to a couple of questions. I hope someone can help.

I will be using Standard (dewarp) at 4k and am trying to decide between  Rocksteady+ and Horizon Balance. For my purposes, Rocksteady will not be  good enough.

1.  What is the cropping ratio at each of these two modes? Is it more  for HB because it has to cope with tilting movement up to 45 degrees?

2.  Is stabilization the same for the two modes. From what I have seen,  they look very similar but, if possible, I woul like a definitive  answer.

1."RockSteady+" and "HorizonBalancing" have the same crop ratio.
2. Same crop ratio means the same stabilization performance.
3. The difference between the two modes lies in the different scenarios. If you want to have an FPV effect on the video, it is recommended to choose "RockSteady+". If you want to tilt the camera body at a certain angle and still keep the image level, it is recommended to choose "HorizonBalancing".
