1. In Malaysia, all drones and their flight activities must adhere to the rules and guidelines of the Civil Aviation Authority of Malaysia (CAAM). Regulations 140 to 144 in the Civil Aviation Regulations (CAR) 2016 issued by CAAM pertain to drones.

2. However, CAAM is not the only agency with legislation on drones. You must follow both the CAAM regulations and the requirements of other legislative agencies. The regulations stipulate that drones weighing over 20 kg must be registered, meaning consumer DJI drones are exempt.

Hello, I am trying to understand if I can fly my DJI Mini 4 Pro in Malaysia. You mentioned that I can fly without registering the drone. However, I also contacted CAAM, and they stated that it is necessary to register and obtain authorization for any flight with any drone in Malaysia.

With regards to your inquiry on Unmanned Aircraft System (UAS/Drone) authorization to fly in Malaysia, you need to apply for ATF even if it is for recreational purposes, industrial or personal use. This is due to emphasize all UAS/Drone flight activities in Malaysia are currently bound to Malaysia Civil Aviation Regulation (MCAR) 2016 Regulation 140 – 144. All drones to fly within Malaysian Airspace require authorization to fly issued by CAAM.
