Yes it is. It was flowing like that for about 3 weeks.

Wow - no wonder a river formed - that is a huge downpour

Wow, no doubt with all that water and the force behind it that many flood gates needed to be open.  Nice job of flying and filming.

Footnote* The gates stayed open for 3 weeks.
Drove over the bridge this morning and it was all back to normal levels down stream from the dam.
