The care refresh is bound to the serial number of the drone. When the original owner unbinds the drone from his account(make sure this is done before paying) and you bind it to yours, the care refresh will be transferred. You will be able to verify that under device management in the fly app settings page.
I think the situation may turn out to be slightly more complicated than that.
Most certainly the OP MUST ensure that the drone is unbound from the seller's DJI account AND that the controller is unbound from the drone.
Certainly the care refresh is tied to the actual drone and to some extent moves with the drone but care refresh and, when there is care refresh involved, binding is, I think, also tied to the account of the person who bought the care refresh in the first place.
I think that, whilst there is still 'valid' care refresh on the drone, the original owner might have to process any claim by the second owner and that might include handling the returned drone and the replacement drone, or at least issuing the relevant instructions.
In addition, since the drone was initially bound to a certain account, I would question whether or not it will be possible to bind it to a different account.
And if the latter is true then flyaway insurance is likely to be invalid and so to might be the care refresh. The latter depending on whether or not the drone must be bound to the account that purchased the original insurance.
Anyway let's see what a Mod says lol.
Possibly a bit of a minefield.
