I'm trying to find out if the Osmo Action Horizontal-Vertical Protective Frame that is included in the osmo action 4 adventure bundle is just as waterproof as the osmo action itself? Or do iI have to remove it if I want to use it in shallow water?

this is just a protection
with or without up to 18m waterproof. Both flaps properly closed and the protective glass tightly screwed!

If the water is no deeper than 18m, you can use the Osmo Action 4 directly in the water, whether you remove the frame or not. But if you want to shoot in water deeper than 18m, you will have to remove the frame and put the camera into the waterproof case. I hope that this information is helpful.
