I shot this clip a few nights ago at night with street lights around. I'm in low light mode 4k 30fps, -0.3 ev, 50-1600 iso. I was paning down and it is verry jittery/flickering. Any reason why?

I swear the DJI forum bots are useless sometimes. Continuous focus is auto focus, so you're good on that. Just be aware that aggressively panning like that is gonna end up looking jittery most of the time, even if your shutterspeed was at 60 to get motion blur. When filming 30 fps, there is simply a limit on how fast you can pan before it starts to look bad, because the more you move, the more distance there is on your screen between each frame, and the image basically jumps between frames. Motion blur helps to combat this, but there are limits, as you can see. At least make sure your shutterspeed is at 60 in these situations, if filming in 30 fps.  

For panning from left to right, the rule of thumb is to pan no faster than a full image width every 7 seconds if in landscape mode, otherwise judder will become too detrimental. For vertical pan it should be a bit less than 7 seconds, but try to experiment with slower movements.

What can help if you want to move more aggressively like that, is increasing fps to 60. Set your shutterspeed to 120. It will be less motion blur, but also more frames to cover up the movement and it may look more smooth to your liking. You will need to up the iso a bit though, to compensate the loss of light. May be worth testing.

It's a tradeoff always. I assume (with the low light) you're already at a 'slow enough' shutterspeed so you get some motion blur (which is what you want).
Next try panning / moving slowly and see if it still persist.

If you are referring to the strobe effect from the lighting, this is local flicker.  The common culprit is the camera frame rate mismatching the electrical frequency of the lights.  Most NLEs (Davinci, Vegas, etc.) offer noise reduction or plug ins to fix this.
