If you are video recording you have the option to change zoom from 1x to 2.9x. Why you cannot change to 3x or more?

Switching between Wide-Angle Camera and Medium Tele Camera
Tap 1x, and 3x on the right side of the screen in Normal Photo or Video mode to directly switch between the wide-angle camera and medium tele camera.
Note: Starting from v01.00.10.00, in standard photo mode, 12MP cameras support a maximum of 3x zoom. Wide-angle cameras allow zooming from 1x to 3x, while medium tele cameras support zooming from 3x to 9x. However, 48MP cameras, in this mode, do not support zooming.

How to use Zoom Function
1. In Normal Video mode, wide-angle camera: 1-3x digital zoom; Medium tele camera: 3-9x digital zoom;
2. Users can use the zoom function in any of the following ways:
1) Tap the zoom button to achieve the 1x and 3x zooming operation;
2) Tap and hold the zoom button in the DJI Fly app, and drag it up and down to adjust camera zoom;
3) Use two fingers on the screen to zoom in or out;
4) When controlling with DJI RC-N2, press the Fn button and hold, and at the same time, turn the gimbal dial to zoom in or out;
5) When controlling with DJI RC 2, use the dial on the right side of the controller to zoom in or out.

Kindly take note on the zoom range below for your DJI Air 3S and this range does not support for "slow motion mode" only.
wide-angle camera: 1-2.9x digital zoom
Medium tele camera: 3-9x digital zoom

Thank you for these information, however general.

The question for DJI Air 3S is: If you are in video mode and the zoom setting is at 1x and then you start recording, there is no way to change the zoom setting to 3x and above. Also, if the zoom setting is at 3x and then you start recording, while you are recording you cannot change to 1x. This happens to any mode (res, fps, etc.). Does this happen to my drone or it is true for every DJI Air 3S?

Cannot change from 1x to 3x

Because you have only one CPU for video processing and cannot put 2 inputs at one pipeline.
In order for Hevc container to work, you would need to mux 2 pipelines, meaning 2 CPU for encoding in same time.
If not, the Hevc codec will break, as you cannot pause the rec for a millisecond from main camera and switch to 3x camera, the video container will scramble the P frames and will be fcked

It is physically two cameras, and the way I get around it is simply stop recording, change camera, and then start recording again.  The drone will still be at the same spot, so when putting those two recordings in sequence, you will get exactly the same as if you switched directly.

Still, I see your point, because I have a Samsung Galaxy S23 Ultra with four different lenses, including 3x optical and 10x optical zoom.  My phone has no problem switching between the lenses, and it even seems to be 3 different sensors (varying from 10MP to 200MP - 1/3.52"sensor to 11.3" sensor)).  So I guess it may be possible, but have to be done in a different way - perhaps newer models?

Yes, smartphone HW is much more powerful and can manage the switch in real time, but even in that case you will notice on the video sudden change of focus and exposure (not the best experience I would say, tested several times on my iPhone pro max).

What DJI should do is to automate the process of stopping and restarting video, so at least the operation will become much more intuitive (this is easily achiveable by trivial change into the fly app).

But....will be pointless, as you will get from 2.9x to 3x a stop in recording and also a massive difference in video quality....practically will be useless....

I agree with you, so I rather use the video editing software having a zooming transition, because as you, say, zooming to 2.9x and then shift to 3x will not look nice.  Furthermore, I think when you zoom more than 2x on any of the cameras, you loose quality.
