Can i fly the DJI avata 2 in the Philipines with no spotter for the VLOS (visual line of sight) rule in the Philipines because I seen some vids where some dji avata 2 pilots casually flying in the Philippines with no VLOS or spotter. Does it need to have a License/Permit?

Drones are allowed in the Philippines but there are a number of restrictions - the important ones are: not at night time, not within 30M of people, no higher than 400' AGL, not within a 10KM radius of anywhere that manned aircraft take off and land, not over congested/residential areas and in VLOS.

I would surmise like most/all other countries, you would require a 'spotter' close at hand to the operator to carry out vlos to the drone and advise the 'pilot' at all times. Spotter must not use binoculars, other aids .......... other than normal prescription glasses.

You just need a spotter to achieve the VLOS requirement.
