Non-Navy boats here require a license to perform burials at sea. I was just checking the regulations to see if any had changed.
To perform a burial at sea, the remains must be disposed of at least three nautical miles from land, in water at least 600 feet deep, and all materials used must be biodegradable; for cremated remains, the depth restriction does not apply, but the three nautical mile distance from land still holds true; additionally, notification to the EPA within 30 days of the burial is usually required.
A body and a shroud on the sea floor normally disintegrates within three to six months. California has an off-shore underwater cemetery.
