Looking at the Zenmouse X-serires camera comparison page and it states the X5 1920x1080 (29.97p) bitrate as 25mbps!? The X3 is 45mbps!

How is that a step forward?

I almost pulled the trigger on buying the X5 but then saw the specs. Max 60mbps and 4:2:0. And now 25mbps for full HD.

Thoughs anyone?

The X3 isn't 45Mbps for 1080p/30. Only for 1080p60.  Basically, the X3 and the X5 have identical bitrates at all resolutions and frame rates.

Don't get me wrong - your main point is valid. The X5 just isn't worth the extra money they want for it.

4k at 4:2:0, 8-bit encoding at 60Mbps? Insanity for $2000.

At best they should be replacing the X3 with the X5 for the same price ($500) and selling the X5R for the X5 price ($2000). What DJI is charging for the X5 series is just absurd. Definitely cost themselves a sale from me so far. I'll have to see the X5R and the final pricing to decide on that but, so far, my assumptions are that I won't be buying.
