Yes. Those are buoys or mooring buoys.

Yes.    here the tide is going out so the boats have swung around.    Other boats further up are on what's called a trot mooring where they tie the front and back of the boat up so it doesn't turn with the tide.

Not too many and they are quite busy.
We have a big water defense system in place, so lots of dikes everywhere.

The title worked out perfect for me and probably for most people who are nautically inclined.  I'm thinking with better weather coming soon you'll start seeing more boats out and about.

It does seem like it has been quite a while.  Do they post new launchings anywhere or is it just pure luck to try and catch one happening?
