Do I need any authorization from ENAC?

You need to be an authorized pilot (you must complete an education course)  to fly in CTR zone.  In any case, you can't flight over cities and people. You can only fly in non CTR areas, at minumum distance of 150mt from buildings and no higher than 70mt and 200mt further. Very restrictive laws
