Where is the FAA with this proposal? I hope this is where we are heading cause it's a lot better than where we are now....

That was a year ago and so far the FAA has done nothing more.
It has nothing to do with recreational flying and is a proposal to replace the sect. 333 exemptions for commercial flying.

Google FAA NPRM 107 and you'll find plenty of info.

I think the OP is interested in the commercial aspect of the UAV industry. Why else worry about a UAV certificate?

Anyhow, this article is only a month old and it hints about a UAV license as well. Again, this is for this of us who are interested in the commercial side of UAVs or drones.
