I was wondering what actually performs the Active Track function, the camera or some other sensor?

it is the camera, like painting a picture of you and memorizing the picture.
And it works quite well.

If it's the camera, is there a reason why it couldn't be mounted on a P3 and used but of course you would have to have a software update for the P3?

There's extra chips (hardware) in the P4 that is not in the P3 so it is not possible to do.it takes a ton more processing power to have all the features the P4 has over the P3, so that's why there's more hardware installed on the P4.

OK, thought maybe if it was the camera that maybe just a software update might do it.
