There is no set answer to your question, all 4 motors will run at different speeds to balance and control the phantom, even at a hover.

If it quits raining here, I will check that this afternoon.  I've been wondering too, but never got out the tachometer.

Looks like around 1800 to 2000 at idle.

In hover anywhere from 5800 to 7600 at 2'-3' altitude.  A little bit of breeze keeping it busy holding position.  I'd say average around 6800 RPM.  Checked several of the props, bear in mind flying one handed, and already nervous.  One of my helicopters bit my shin last weekend.
