I'd love to be able to use autonomous flight (setting waypoints) but then be able to rotate the Phantom to control the camera (like Control Lock mode).  Is that possible?

Not presently.
The only control you have is cam tilt.

Not sure if this is what you mean, but it is possible in Course Lock Mode in IOC. You can fly in a straight line while spinning the phantom. It keeps its heading even though it is twirling. Again, not sure if that is what you meant by control lock. But it works in Course Lock and Home Lock.
