2.Camera tilting would not consume extra battery power

The Intelligent Flight Battery itself determines the charge current. All the charge circuitry is inside the battery itself.

The two chargers you have are actually just power supplies. So the only difference between them is how quickly they will charge the battery.

Not recording will save you a small amount of power, if it is getting critical, but not much.
