When I use the remote contoller to tilt the camera, I have a problem. If I tilt to the maximum up setting, the thumb wheel no longer works.  I can use the app to move the camera and then the thumb wheel will work until once again it reaches the max tilt and no longer moves the camera.

Any thoughts or should I just report this to DJI Support?

Try calibrating your sticks, including your tilt control wheel.

@rbendjebar is right, you need to try RC calibration first.
