Well that's the rub isn't it? The kid down the street, if he can do it for you for free, you (and I don't mean YOU) don't have much more to add to the project.
As a VFX artist, the actual shooting of something is only half the battle, if not less. I am also a graphic and video designer so I an do titling, good VFX, color correction, editing well, compositing, dust busting, roto-scoping (removing an item from a piece of video frame by frame) like a booger that was on the groom's nose the whole time. (Yes I did that once many many years ago).
I charge anywhere from $1000 to $25,000 for an industrial gig where I am working for up to 2-3 days shooting and maybe a week on VFX and titling.
There isn't a gig I would do under a grand and that would have to be a real quick and easy one.
I do have a 333 exemption but it took me a long time to get it and I was working for a while without one.
Of course I live in LA, so the competition is greater and everyone here is a pro but it steps up your game. There is nobody that charges nothing that can do what i do and if the people that are hiring want someone to do it for free, they are not looking for what I give.
I am not saying that to sound pompous or chest thumping, it's just truth.
And by the way, those with a 333 exemption, expect within the next year or two to have to take the FAA pilots license test. Not one where you have to get in a plane and fly but the one where you have to go take a class and get certified in all the terminalogy and stuff that goes into aviation. Basically the beginning of a pilots license. This is coming without a doubt and I'm not throwing conjecture, this is what my lawyer is telling me WILL happen.
