Don't confuse GPS with GPRS over 2G, 3G, 4G cellular communication or WiFi.
GPS - Global Positioning System. It is used by your phantom to get location data and stabilise the position of the craft when in P-mode. The phantom has a GPS receiver that receives and locks on to the signals transmitted by satallites above it, in space orbiting the Earth, the receiver makes calculations based on the number of satallites and signal received and then knows where it is. You receive this signal for free.. If you loose GPS signal then the P3 looses the ability to position itself (as it does not know where it is) and goes to ATTI mode, however still maintains height via a built-in air pressure sensor called a barometer.
GPRS/2G/3G/4G/WiFi - This is the Cellular/Data Signal provided to you by your telephone/mobile/internet service provider. We normally have to pay for it via a subscription service or pay as you go. It is the way you use the Internet. (Or your mobile phone when you talk to somebody)
Your phantom can fly without the GPS signal - it will fly in ATTI - it just will not know where it is. And will be harder to control unless you know how tofly ATTI (or manual). - it takes a bit of practise.
Your phantom can also fly without a Cellular/internet connection. It will just not be able to update the map, and will show a grid.. Unless a map is cached(downloaded and stored) in your device before flying. If your phantom has a good GPS lock/signal (more then 6 satellites) but has no Cellular/wifi or cached maps, it will be able to position itself (P-mode) but you will not be able to see where it is on the map. - it will still fly ok.
Hope this helps.
