I was wondering if it is harmful to my P3P by hovering over one spot for an extended period of time?

If everything is working properly,  good compass,  good gps, in P mode with sufficient altitude,  hover long as you like.

The phantom motors are canted, angled optimally to avoid the shake of death...
Particularly during a fast descent, straight down...

Vortex does not happen when hovering.. only when descending, usually straight down, or decelerating (hence, the vectors are sort of like a descent)....
I cannot think why extended hovering would be bad, after all tis suker has been built to film and take photos.. that often requires an aerial tripod, which Phantom impersonates well!

It could be harmful if the people looking at your Xcopter think your spying on them ! I was hovering in place at a park for a couple minutes playing the the DJI Go app and was approaching by a couple guys who thought I was hovering in place to spy on their house LOL      Seriously !!

The phantom drones have set maximum downward speed to avoid that, but I guess in some very unlucky situations it still happen. We've seen several crashes that Vortex Ring State is the only reasonable answer.

Probably there happens to be wind going upward? So the relative speed of the drone descending is increased.

Probably.   The connection between prop guard and VRS is not conclusive though.
