The likelihood is that they do not have the resources to prosecute every case, which is probably why so many 'seem' to get away with breaking the rules. The example you quoted is in the USA, and they operate to the FAA rules. There may be many countries where there is no regulation of the smaller multirotors.
Like you I live in the UK in a class D airspace, and it seems very prohibitive. But you can fly in class D airspace if you have permission from the authorities controlling that space. This is a path I've not yet gone down, so have to travel a few miles to get into a clear area to fly.
