Has the bobbing and lagging been addressed yet by DJI?

Ive been looking into the Osmo Mobile for some time now and i decided to wait since i was hearing so much about issues with the native app and shooting 4k. Has this been fixed yet? or are we still waiting for DJI to adjust their firmware?

It depends on what phone you're using.  iPhone  and Samsung s7, s7e has 4K now

I have the Osmo Mobile with firmware 1.2.0.40 (new from a couple days ago) running on an iPhone 7plus.
I notice frame drops when using the DJI Go app (3.0.1) for both 1080/30 and 4K/30.  I've put the phone in do not disturb mode and quit all other running apps (just in case an email or SMS is causing the drops).
Its a new phone, so there's lots of free space.  When using the stock camera app or Filmic Pro, I don't get any dropped frames.

Unfortunately I get lots of video stutter when recording from a moving bike.  If I slowly "ninja walk" it's less severe, but even then it's not good.

If you want the software features of the DJI Go app and your phone does NOT have OIS, I would only buy from a place that lets you return the unit.  If your phone has OIS, you should stay away.
