Hi mate,
Its definitely not wrong, did not mean that, an ND on a quad is more apt for videos, because videos need a slower shutter speed to show movement....
so by using an ND, all you do is slow down the shutter speed in turn allowing more light for a mean exposure for the scene, so control of highlights are not really achieved by an ND, you are essentially exposing the same scene in a different shutter speed, instead of say 1/1000, you might expose at 1/500.
if you are using a split or a graduated ND then you have a different exposure on the different parts of the image.
Here are 2 images of greater dynamic range situations, you can take 5 or 3 exposures in AEB mode and then merge them together to get better control of highlights.
this one is using a DSLR Canon 5D (3 images merged, would have preferred 5, my bad)

As an experiment you can try with and without ND, if you get an exposure of 1/1000 without an ND, and 1/500 with an ND, turn the exposure wheel on the phantoms controller to get 1/500 and see the results.
These are just my understanding of the basics of ND and photography, happy to be proven otherwise if an ND really makes the exposure different.
