Would like to know how if even possible to get the camera higher than its level horizon setting (all the way up)? Trying to take pictures of moon without going extremely high altitude.

In the app settings you'll find one that allows you to raise the camera a further 30 degrees.
But it won't help you to photograph the moon.
The Phantom is about the worst camera you could use to shoot the moon.
It will never look beter than a small bright spot.
Even a "supermoon" - 15% more than a small bright spot is still a small bright spot.

If you are steady, You could hand hold the drone, and not fly it, while taking pics.

Place it stationary on a wedge... Turn on FPV mode in Gimbal.
