New battery for phantom 4  will not charge   I charged the new remote and the battery that came with the new drone  the spare I bought will power up for a second and cut back off

Yes all the lights cycle on and then it cuts back off

That's unusual behavior for sure. I am a bit taken back, at the number of people on here today, having similar battery anomalies. It's rather unusual to have several of you voicing this very similar situation. I'm wondering to if there wasn't a bad batch, that have the same situation going on. All that you can really do, is to return them for exchange, at the point of purchase.
Again, sorry for the inconvenience and trouble caused by these malfunctioning units.

Can you post a quick clip of attempting to power up that battery.
It is covered under warranty so I wouldn't worry about it.

Dji-Ken, you have to admit, the number of people who have voiced these very similar battery anomalies is rather acute, and so I am somewhat concerned there has been a connection to them all. Is it at all possible a batch of batteries has the same prolemmatic issues. But there have been both Phantom 3 and Phantom 4 battery threads. Seems highly unusual to me.
