I'm from Ottawa, looking at use of Phantom 4 for feature film work.  But the regulations regarding distance from airports now makes it illegal to even fly in my own backyard.

- If you are going to make money out of the video/picture, you need an SFOC
FALSE:  Read up on SFOC exemptiom sUAV 1-25kg.

- If there is people, cars, houses under the drone, you will need an SFOC
FALSE: if you are flying under an SFOC exemption you can fly over cars, houses, people, etc. provided they are the subject you’re shooting and briefed on the risks involved.

- Have at least liability insurance in case your drone's props hit somebody or somebody's property
TRUE ONLY if operating under a SFOC or SFOC exemption.

You’re mixing hobby UAV and commercial UAV operators who are working under a different set of rules.

Here’s the straight dope.  I’ve just gone through this and am operating completely legit.
SFOC Exemption: UAV is between 1 – 25 Kg.  

Operator has completed recognized groundschool training and have proof on them during operation
Operator has training on the UAV they are flying (this can be self-taught operating under hobby rules.)  There are no set rules on time required.  
Operator is working in Class G airspace 7-10 NM from Class C airspace 5 NM from any other airport and 3NM from a helipad
Operate at 300ft AGL or less
Keep 100 feet from any structure, vessel, vehicle, animal, or person not associated with the operation.
Cannot fly over open air assembly.
Can only fly during daylight hours with not less than 2 statute miles visibility.
Must have minimum $100,000 liability insurance and carry proof
Must have advisory circular 600-004 on them
Must have fire extinguisher.
