These companies are making money selling unecessary equipment to Rich Folks.
Worst case scenario would be that the drones will go back home, once the signal is lost.

"The concern is that drones could be used to take pictures and map police and security positions, conduct surveillance..."  If that's the case, why not just arrest anyone with a camera, especially if they are going to take pictures from a high vantage point,which I'm sure there are plenty of in the Swiss Alps?  You can do plenty of "surveillance" on foot without the need of a drone, if that is what you wanted to do.  More hysteria by group(s) that are uneducated.
