All seems to be pretty much common sense to me

What constitutes a "group of people" ?

Well the Jackson 5 was a group...
But really you should not be flying over anyone's head to be totally safe.

3 I reckon!, but they really mean where you have an outdoor gathering of any sort.

No mention of needing permission to take off, land or over fly
