I have two mobile devices a Acer tablet with DJI go app 3.11 and Android Turbo DJI go app 2.8.4 which I had downloaded in Aug. 2016.  May I fly my Phantom Standard with either mobile device?  With the Turbo I did have 3.1.2  but uninstalled and loaded the 2.8.4.  Have not tried to connect to phantom yet due the rainy weather.

Rain or shine, You can always fly your onboard DJI flight SIM to see which device works best for you.

For safety, always remove the rotor props first. ;-)
