Buying a tablet for my standard, iPad Air wifi,  A7 chip  seems to be ideal, what do you think and if I upgrade to the phantom 4 will I be satisfied

That's what I use, except with data, but good to go with no issues on the P4 and M600

Do you need to have data to operated the drone, or is just the wifi connection between the drone, controller and tablet/phone?

Having a Cellular network activated, is only good for streaming live video to your Facebook account or YouTube channel.

You can cache your flight maps, from home with your WiFi network.

The nice thing of having an iPad with Cellular ability, it has the GPs module.
Which allows you to change your dynamic home point and utilize autonomous flight modes like Follow Me.

Realize, that You don't need an activated cellular service, to utilize the BUILT IN GPS of an iPad.
It's already there. An iPad without the Celluar ability, no GPS...

My dedicated device is my iPad Air2 64gb Cellular. No cell service.
