Low Light camera settings question

What camera settings are most folks using to shoot in low light.I have seen some spectacular shots at night that look amazing.
I am getting a crazy bunch of noise (super grainy) just shooting in the evening. No where near dark.
I have tried auto as well as manual, lowering the ISO and lowering an raising the the shutter speed. (Lowering ISO seems to help the most)

Any ideas would be helpful

I have not tried night time flying yet, but am wondering, are you taking off the lens filter? That should help if your not.

By raising the shutter speed you are robbing the lens of light.   Are you using the histogram?   You want to get it to the right as much as possible without any highlights clipping.   

The best place for the shutter cinematically speaking is around 50-60 depending on your frame rate.   

These are the best ways to reduce noise.

I was shooting in a shady area once and getting a lot of noise.  Noticed that I had the ND filter on!    Won't make that mistake again.

I have only been using the clear filter not the ND filter.
I will definitely keep trying things.
