On the surface, it is a step in the right direction providing authorities to remotely determine ownership of a drone. It would broadcast an identifier authorities could look up (probably from the FAA database) if the drone is being operated inside prohibited areas. Those flying over sporting events, no fly zones or in a dangerous fashion could be identified without actually capturing the drone.
As with any identifying technology, there can always be a more Orwellian use. Excuse me if I am a bit paranoid. (And no, I don't wear an aluminum foil hat)

And if you sell it then you would have a lapse in time from when you get it unregistered. The new owner might not do the right thing.
