I don't think banning potential weapons is the way to follow.
Before you know it they will ban cars, cause you could kill with them.

I am with you there. Any hammer can be turned into a weapon.

What should be done is for the ground forces in Syria to have mobile jammers that would stop a drone from flying/entering or cause a drone to outright shut down in a zone defined by the legitimate government of Syria.

Besides, drones are also used by the forces of the light, as well as by the humanitarian forces to map the needs. They are also used by the journalists - remember the footage from the first liberation of Palmyra and the concert for peace there? A lot of aerial footage, most probably filmed from Phantoms. Should that be forbidden too?
