I am new to drone, I am worried about whether I can fly my drone at Los Angeles?

What documentation/regulation do I have to know and obey?

depends on the space regulations of the FAA

Check out UAV Forecast app; it will inform you where flight restrictions exist in the area you want to fly.  Also, gives a daily forecast of weather (wind; temp; etc).

1 DJI NFZ nearby
or
1 FAA TFR nearby

does both of them suggests me to not fly here?

The NFZ is a restricted area, your alt may be restricted also. Best places are wide open and no obstructions.
