Hi all.
According to the site below on country/region TX power, as I am currently in Lithuania, I should be able to use at least FCC power.
5.8 normal channels should be up to 4000mw and 2.4 1000mw.
I am getting extremely poor range and RTH constantly interrupting my surveys.

Well, last I checked Lithunia had a referendum in 2003 where most of the population voted to join the EU.
Lithuania became a member in May 2004.
So to answer your question - NO.

No you should not be able to use FCC as your country is in EU which uses CE.

As you dig deeper there is even more confusion. There is no blanket EU power level. It seems they have their limits set in each country. I think DJI are being lazy and adopting the lowest levels in any EU county and using it as standard throughout. Read the link in my first post and uk residents may be interested in this.

I think to make it easy for themselves,DJI apply FCC for the USA only.all others are CE.In Vietnam we do not follow CE ir FCC,but they apply CE so I got range only ~500m as well

I would very much like to get a reply form DJI about this. I have done a lot of reading over the last few days and it seems, at least for uk the maximum 5.8 power is a massive 4w, or some documents suggest 1w, either way it (5.8 anyway) is more than the FCC power levels. Also Lithuania (where I am currently working) has a 4w limit in the 140-161 channels that the RC controller uses

We are getting unnecessarily restricted. Nobody really wants to so searching for hacks to get FCC power.
I can hardly complete a 3d garden scan without frequent RTH interruptions as the copter turns. I may have to return to my ardupilot drone to get the scans finished.

As far as I know, Lithuania is a member of EU and it should follow the CE standard as well.

E.U. decisions are only "decisions" that needs to be reflected in each member country own rules.
Usually they just copy-paste the E.U. decisions.

The line for "Spark" is line 61 of the table on page 35.

Also it would in theory be possible that Lithuania allows MORE than the 25mW. Still I would be very surprised if Lithuania or UK would allow so much power. The O.P. is probably misreading (we're not having link to reference) and 4W is maybe the limit for other kind of devices  in that band.

Other point is that those rules which are quite recent (2014) have not yet been implemented on Linux kernel regulatory DB :

Some E.U. countries have received patches to adjust for the new top 5GHz band rules, some do not (e.g. France).
This is probably why many Android phones were vendors have not "tuned" this database are having issues in E.U. with Spark.
e.g. France is not turned "On" in the database while the law indeed allows the 5GHz band of Spark.
