Actually, looks like the OP is correct, after all. What I found earlier was proposition for a 150m limit in Russia.

You do not need to certify pilot, you do not need register the pilot of the drone, the drone cannot be confistacted by the police even if you broke the rules (unless emergency or martial law is in efefct), and you cannot fly in the restricted airspace.
Moscow is classified as "restricted from gnd to 8100m MSL", meaning that you can fly above that limit.
Other than that, the common rule of keeping away from airports, helipads and military sites applies.

I read elsewhere that the authorities got so tired of people flying over Red Square that GPS a repeater got installed, covering the area and projecting Vnukovo airport coordinates, so that the drones would think that they are in an internationally recognised NFZ and would not start motors. No idea if that is true, though.
