No, both Assistant 2 (PC or Mac), or DJI Go 4 application would require an internet connection.

I concur with Aardvark, you do need to have some form of an internet source in order to download the firmware. There are some local dealers that may be able to help with firmware upgrades if you're unable to get to a computer with internet or a place for WiFi access.

The tutorial video offers two options of upgrade: update via DJI Assistant 2 and DJI GO as well. Please check the second update method since 1:03, thanks!
