For my edits, I use DaVinci Resolve. I am very happy with it as it's very powerful free editing software.
However, it does not offer Motion blur in free version so wondering if there's other free tool with quality Motion Blur included in free version.

I'm using hitfilm express, it is a very powerful piece of software but more geared towards special effects type of movie making, rather than they vlog/youtube style that most people make with adobe premier.  

If you just want adobe premier, you can get a subscription for just premier for only $20 a month.
