i download videos from my 3SE to mini iPad. They are there, but will not play. How can I get them to play.

You can try the desktop video converter to convert/transcode and even edit videos  to H.265/HEVC, H.264/AVC MP4, MOV, M4V, etc formats for playing on iPad mini.

What I'm trying to do is watch the videos I take on my phantom 3se on my iPad? iMovies won't do what I want it to do. So I need an app.

I'm not clear here Mike. I take it you want to direct download to the mini and cut out using the PC/Mac?
You can download VLC Media Player to the mini as well.

Did you try video converter like hd video converter factory pro? I think it may work.
